Description

The Commonwealth of Australia was formed by the Federation of the six States of Australia and as such, most legislation is developed independently along those jurisdictional boundaries, rather than nationally. This presentation follows the journey of wind turbine noise regulation in Australia, and in particular focuses on the recently released New South Wales Wind Energy Guideline Technical Supplement for Noise Assessment (Nov, 2024). The presentation will also briefly touch on emerging noise issues associated with ancillary facilities such as Battery Energy Storage Systems and transmission lines.

 

About the Speaker

Associate Professor Jeffrey Parnell holds an Adjunct position at the School of Mechanical and Mechatronic Engineering at the University of Technology Sydney (UTS). Specifically, Jeff is a member of the Centre for Audio, Acoustics and Vibration, where he provides links to government via his ongoing employment as Senior Advisor – Acoustics to Sydney Metro, which is currently constructing a EUR 35 billion metro railway. Jeff is a career government scientist working in acoustics and has held positions in several government agencies, including Transport for NSW, Environment Protection Authority and the NSW Department of Planning. These positions have given Jeff a unique understanding of the challenges facing major infrastructure and industry projects in Australia.

Jeff is past president of the Australian Acoustical Society and has been conference chair of several national and international acoustical conferences, including Acoustics 2015 and Acoustics 2021, as well as Co-Chair of a joint Acoustical Society of America /AAS meeting in 2023. Jeff is currently on the Board of the Western Pacific Commission for Acoustics (Wespac).

Additionally, it contributes to UN SDG 13 (Climate Action) by tackling noise-related environmental impacts, fostering policies that balance renewable energy expansion with community well-being and ecological preservation.
